SAN FRANCISCO REQUIREMENTS

What Is a Boiler Permit to Operate (PTO)?

A boiler PTO is a Permit to Operate issued through the San Francisco Department of Building Inspection. Qualifying boiler equipment is subject to operating permit and renewal requirements.

The City's published eligibility guidance focuses on properties with six or more residential units and qualifying boilers, tankless water heaters or hot-water storage equipment.

When May a Boiler PTO Be Required?

Six or More Units

The City's residential-unit eligibility checklist begins with buildings or properties containing six or more residential units.

Over 200,000 BTU

Single or combined qualifying boilers or tankless water heaters with capacity exceeding 200,000 BTU may trigger a PTO requirement.

Over 120 Gallons

Single or combined hot-water storage volume exceeding 120 gallons may also trigger the requirement.

The requirements depend on the property, equipment, system configuration and applicable codes. Equipment connected in series may require separate operating permits. Confirm your specific situation with the San Francisco Department of Building Inspection.

Annual Boiler PTO Renewals & Inspections

San Francisco requires periodic renewal for qualifying low-pressure boiler operating permits, generally every 12 months. Water heater renewal rules can differ.

A formal boiler PTO inspection and certification must be completed by a professional authorized under applicable City requirements, such as an appropriately licensed C-4 boiler contractor or another accepted inspector. The City reviews and issues the operating permit.

Heises Plumbing can discuss your boiler's repair and maintenance needs and help you identify the next appropriate step. Formal certification, inspection and permit processing are subject to confirmation of qualified personnel and applicable requirements.

Information to Have Ready

  • Building type and number of units
  • Boiler make, model and serial number
  • BTU capacity and storage capacity
  • Existing PTO expiration date, if available
  • Any heating, leakage or control problems

Boiler PTO Frequently Asked Questions

Does every San Francisco building need a boiler PTO?

No. Eligibility depends on the building and equipment. The City's published checklist explains the applicable residential-unit and equipment-capacity thresholds.

How often does a boiler PTO need renewal?

Qualifying low-pressure boiler operating permits generally require renewal every 12 months. Confirm the specific requirement for your equipment with DBI.

Who can certify a boiler for a PTO?

Only inspectors or professionals authorized by the applicable City requirements may perform and certify the required inspection. The City issues the permit.

Are Bay Area Air District permits the same thing?
